Our role

Work Package Leader — WP5

We led WP5 and built the knowledge graph and AI-boosted explanation engine that help moderators review suspicious content faster. It integrates knowledge from different hosting providers and explains the reasoning behind each decision.

Impact and outcomes

  • Suite of AI-based tools delivered for detecting and removing terrorist content across text, images and audio
  • Knowledge graph and explanation engine deployed to support moderators' review decisions
  • Online training modules and workshops for hosting providers on the TCO Regulation and the project's tools
  • Data federation for sharing analysis results, and a unified form for reporting terrorist content to law enforcement

The challenge

The EU's Terrorist Content Online Regulation requires hosting providers to remove terrorist content within one hour of a removal order. The same obligations apply to large and small companies alike, which places a heavy operational, financial and technical burden on micro and small providers with limited capacity.

Our approach

ALLIES combined awareness raising, AI tool development, training and experience sharing, backed by a taxonomy of online terrorist behaviours and a risk assessment module. Its AI tools detect terrorist material across text, images and audio. Our knowledge graph and explanation engine turn those results into explainable decision support for moderators.
